Scutellaria baicalensis is a perennial herb in the genus Scutellaria of the family Lamiaceae, and its dried roots have been used by the Chinese as a traditional medicine for more than 2,000 years. Now it is officially listed in the Chinese Pharmacopoeia. Scutellaria baicalensis is mainly composed of flavonoids, with the highest content of baicalin and baicalein. The dried root of scutellaria baicalensis is mainly used in cosmetics. Scutellaria baicalensis extract is widely used in anti-allergy and anti-inflammatory cosmetics, and can also be used as a cosmetic additive for whitening and freckle removal, sun-protection and anti-aging.

Excessive sebum secretion is the main factor that triggers many skin problems, and the main influence on sebum secretion is the disruption of hormone levels in the body. 5α-reductase is a membrane protease that depends on reductive coenzyme II (NADPH), which is an important androgen metabolising enzyme in the skin, and irreversibly converts testosterone (T) into the most active androgen Dihydrotestosterone (DHT). DHT can induce the synthesis of large amounts of oil in sebaceous gland cells and secretion to the outside of the cells as lipid droplets, affecting cellular function. It can irreversibly convert Testosterone (T) into the most active androgen Dihydrotestosterone (DHT), which induces sebaceous gland cells to synthesise a large amount of oil and secrete it out of the cell in the form of lipid droplets, which affects cellular function and leads to a variety of skin problems. Therefore, 1. reduce the level of DHT by inhibiting the activity of 5α-reductase enzyme, which can effectively alleviate the excessive oil secretion by sebaceous glands. 2. reduce the formation of lipid droplets by inhibiting the secretion of cellular sebum, so the content of lipid droplets is the main indicator of the degree of oil control.

The test results showed that 0.1%, 0.5% and 1% of PCR® supramolecular Scutellaria baicalensis extract inhibited 5α-reductase by 16%, 56.71% and 69.41%, respectively, indicating that it has oil-controlling efficacy. Moreover, at the same dose of 0.5%, the oil-controlling ability of PCR® supramolecular Scutellaria baicalensis extract exceeded that of PCA zinc (99%).

Based on human sebaceous gland cells, the relative inhibition of lipid droplet formation by the sample PCR® supramolecular Scutellaria baicalensis extract at concentrations of 0.008%, 0.016%, 0.031%, and 0.063% were 28.93%, 37.42%, 41.57%, and 51.33%, respectively. The oil-control efficacy of PCR® supramolecular Scutellaria baicalensis extract was close to that of PCA zinc.

Skin redness is usually caused by a variety of factors including, but not limited to, skin sensitivity, inflammatory responses, vasodilation or skin barrier damage. The mechanisms commonly used in cosmetics to eliminate redness can be broadly categorised as follows: 1. Anti-inflammatory and soothing effect: By reducing the inflammatory response of the skin, it can improve the skin’s anti-irritation ability, repair the skin with inflammation and damage, so as to reduce skin redness and swelling. 2. Vasomodulation: Reduces erythema on the skin surface by regulating vasodilation and constriction, reducing blood flow, or reducing the visibility of blood vessels by affecting the function of vascular endothelial cells. 3. Skin barrier repair: Repairing and strengthening the skin barrier function can reduce the penetration of external irritants, thus reducing skin dryness and irritation and improving redness.
After the subjects were modelled with infrared light, the use of 1% PCR® supramolecular Scutellaria baicalensis extract for 1h and 2h reduced skin haemoglobin by 24.44% and 27.33%, respectively; and the effect of redness repair exceeded that of an famous repair product.

Scutellaria baicalensis extract can down-regulate the activation of the nuclear transcription factor NF-κB (inflammatory signalling pathway) and inhibit its expression in the nucleus, thus inhibiting the expression of inflammatory factors and mediators, such as IL-1β, IL-6 and PGE2, and thus achieving anti-inflammatory effects.
The inhibition rates of the sample PCR® supramolecular Scutellaria baicalensis extract against inflammatory factors (IL-6, IL-1β) and inflammatory mediators (PGE2) were 96.87%, 77.80%, and 91.09%, respectively, at the concentration of 0.5%, which showed soothing efficacy. The inhibition rate of PCR@supramolecular Scutellaria baicalensis extract against some of the inflammatory factors at the maximal safe concentration was better than that of dexamethasone.

Based on zebrafish tests, PCR® supramolecular Scutellaria baicalensis extract at 0.1% had a soothing effect on inflammation, with a soothing effect of 87%.

PCR® Supramolecular Scutellaria Baicalensis Extract is simultaneously anti-irritant, oil-controlling and redness-repairing, making it a natural botanical ingredient for oil-sensitive skin.
The safety test of 2.35% PCR® supramolecular Scutellaria baicalensis extract was conducted according to the “Technical Specification for Cosmetic Safety” (2015 edition), and the results showed that 30 people had no skin adverse reactions 48 hours after using the sample.
After 3 months of storage of PCR® supramolecular Scutellaria baicalensis extract solution at different pH (pH<9) at low temperature (4℃), room temperature (20-30℃) and high temperature (45℃), the colour of the solution becomes lighter and obvious precipitation occurs at pH 8-10, which is less stable; a very small amount of precipitation occurs at pH4, which is more stable; and under the rest of the conditions, the solution is clear and transparent, which is good stability. Therefore, it is suggested that the product should be used in the range of pH 5-7 and stored at room temperature or low temperature.
